Leicester City Council Acceptable Usage Policy
By using this machine you agree to the terms of use contained in this document.
Your Responsibilities
- Access to this Self Service Machine is provided to enable you to access Council services and information. For further details on how Leicester City Council (‘LCC’) collect and use your personal data, please refer to the Council’s privacy notice
- Self Service Machines are available on a first come first served basis. It is not possible to book them in advance. Open net access is limited to 15 minutes per session.
- You must not create, store, transmit or download any material that is illegal, defamatory or infringes on copyright, trademark or patent laws.
- Users must log-off their Self Service Machine once they have finished their session. [Similarly, users must log-off when they leave their Self Service Machine unattended and unsupervised for short periods of time].
- You must not use these computers to obtain, display or distribute material considered to be obscene, pornographic, offensive, abusive, or is otherwise contrary to the law. Leicester City Council reserve the right to terminate sessions and refuse further access to anyone accessing or distributing materials which are deemed to be illegal or unacceptable or have the potential to offend or disturb other users.
- LCC keeps a record of all Internet activity in its systems, including these Self Service Machines, for 6 months. Please be aware that you are personally liable for damages caused by any unacceptable use. A list of unacceptable uses of the Internet is provided in the appendix below.
- LCC accepts no liability for losses incurred whilst using the computers. If you choose to carry out online financial transactions over the Internet by credit or debit cards, you do so entirely at your own risk. LCC accept no responsibility for any financial or commercial transactions that you undertake whilst using the computers.
- LCC accepts no responsibility for the accuracy or availability of information or services accessed via the Internet. We assume no liability for any loss, damage or injury, direct or indirect, suffered as a result of using the Self Service Machine. LCC does not seek to exclude liability for death or personal injury caused by its negligence.
- Responsibility for allowing any person under the age of 16 access to the Self Service Machine rests with the parent or legal guardian.
- Never tick any “remember my details on this computer” options – These are public machines that can be used by anyone.
- Please use headphones if you want to listen to audio material.
- You are expected to use the Internet responsibly and productively. Internet access is limited to customer service related activities only and unrelated personal use is not permitted.
- All Internet data that is composed, transmitted and/or received by the computers is considered to belong to LCC and is recognised as part of its official data. Therefore it may be monitored by LCC and disclosed to third parties (including but not limited to the Police and other law enforcement agencies).
- Please be considerate of the needs of others who are also using the computers, anyone disrupting or disturbing other users may be asked to leave.
- If you suffer from any conditions such as epilepsy that may be affected by using a Self Service Machine, use is at your own risk. If you find yourself feeling unwell while you’re working on the machine please end your session and ask a member of staff for assistance if necessary.
- LCC can and will monitor access to Internet sites and users should also be aware that use of the Internet may also be monitored and recorded by third parties such as Internet service providers and individual websites.
- Emails sent via our machines should not contain content that is deemed to be offensive.
- All sites and downloads may be monitored and/or blocked by LCC if they are deemed to be harmful and/or not productive.
- LCC accepts no liability for any personal data or other information that you choose to save locally to this Self Service Machine.
- LCC reserve the right that if they or a member of staff reasonably suspect that a user has breached this policy to:
- Immediately suspend and block access to the service until such a time we are satisfied no breach has occurred.
- Investigate any complaint or suspected breach.
- Notify and/or pass on details of any breach to any government, statutory, self-regulatory or law enforcement authority where appropriate.
- LCC has to abide by all UK and European legislation affecting the Internet. All users must comply with the following:
- Data Protection Act 1998
- Copyright Designs and Patents Act 1988
- Computer Misuse Act 1990
- Freedom of Information Act 2000
- Requirements and advice of the Information Commissioner on data handling and storage.

Failure to comply with this Acceptable Use Policy will result in the withdrawal of access to the service and possible further legal action.
Appendix: Unacceptable use of Council Internet Facilities
Unacceptable use of LCC Internet includes, but is not limited to:
- Sending or posting discriminatory, harassing, or threatening messages or images on the Internet
- Using LCC devices to carry out any form of fraud, and/or software, film or music piracy
- Stealing, using or sharing someone else’s password without authorisation
- Downloading, copying or pirating software and electronic files that are copyrighted or without authorisation of the copyright owner
- Unauthorised sharing of confidential material, such as trade secrets or proprietary information
- Viewing unauthorised websites or sending or posting information that is defamatory to LCC, its services, employees and/or customers
- Introducing malicious software or viruses onto the network
- Sending or posting chain letters, solicitations, or advertisements
- Passing off any personal views as representing those in LCC
